How do you treat eczema?

My younger brother has had eczema ever since he was a baby. He's 13 now and his skin looks so dry, especially on his legs. He doesn't like to wear shorts anymore because kids would make fun of him at school because his legs were so dry. Is there any way to fix this? I usually don't do nice things for my brother but I feel kind of bad for him. Is there any product you recommend to make his skin softer?
