Dry skin? Please Read Details.?

I have dry, irritated skin under and around my nose and on my chin area. Also, I got a breakout on top of that skin. I am pretty sure it is not eczema but not completely. Does anyone know what it is and or some good ways to get rid of it. People say it looks like an allergic reaction, but its not, I'm not allergic to anything. I wash my face everyday and night and even try putting lotion on but it doesn't seem to help. If you know anything please tell me. Thanks.
