Could this be eczema, or something else?

I've got these tiny bumps on my index fingertip, they've been there for about a month now and haven't gone away. They just look like tiny air bubbles, yesterday it became a little itchy and tender and look like there beginning to peel ..or just getting worse I don't know. I checked online and most of the answers say it could be eczema, and my aunty has eczema so I'm wondering.
